[Android] First app build is twice slower in Unity 2020LTS compared to 2019LTS
To reproduce:
1. Open https://github.com/Unity-Technologies/EndlessRunnerSampleGame project in Unity 2020LTS
2. Build the Android application (either aab or apk)
3. Note that it took twice as long to build the app than in 2019LTS
This only happens for the first build. Only happens in Android, does not happen when building iOS app.
