[Android] Exception "Shell does not have permission to access user 150" and app does not get deployed on a Samsung device with Secure Folder when building an App Bundle (Google Play)

How to reproduce:
1. Open the “ReproProject.zip“ project
2. Open the “SampleScene“
3. Toggle-on Build App Bundle (Google Play)
4. Build and Run for Android to a Samsung device with a Secure Folder

Expected result: The “.aab“ file get deployed without issues
Actual result: The “.aab“ fails to get deployed on a device with an error “Shell does not have permission to access user 150“

Reproducible with: 2023.2.0a17, 6000.0.52f1, 6000.1.10f1, 6000.2.0b8, 6000.3.0a1
Not reproducible with: 2022.3.64f1, 2023.2.0a16

Reproducible environment: macOS 15.4.1  (M4 Max), Windows 10 (Reporters)
Not reproducible environment: No other environment tested
