Android doesn't apply OnRenderImage when doing manual camera.Capture to a RenderTexture
To reproduce:
1. Open user attached project "pangolin-render-texture-test.zip"
2. Build for android
Expected: OnRenderImage is applied to a RenderTexture with manual camera.Capture
Actual: RenderTexture only produces black texture on Android
Reproduced in: 2017.4.14f1, 2018.2.0f2
Not reproduced in: 2018.2.1f1, 2018.2.16f1, 2018.3.0b9, 2019.1.0a8
