[Android] Device with OS version lower than 9 won't run Vulkan
Steps to reproduce:
1. Open new project
2. In player settings deselect Auto Graphics API and leave only Vulkan
3. Build for Android
Expected: App launches with Vulkan as the Graphics API
Actual: Device claims that device hardware does not match hardware requirements
