[Android] Can’t fix the frame rate to less than 30 FPS
In most platforms, the application frame rate is controllable by disabling VSync and setting a target frame rate to Application.targetFrameRate. However, on most of recent Android devices, the actual frame rate is fixed to 30/60 FPS even when setting a value less than 30.
This issue seems reproducible only on Android 4.3 and later.

I'm having this problem, I made a app and I need to change the value of frame rate, but android always has a way to back it to 30 fps...
