[Android] Bundletool 0.7.2 in 2019.2 causes Build & Run failure when running App Bundle Android 4.x device
To reproduce:
1. Open an empty project
2. Switch platform to Android
3. Build and Run with "Build App Bundle" selected
Expected result: Build completes and runs on Android 4.x
Actual result: Build completes but fails to deploy on a device with Android 4.x
Reproduced with: 2019.2.0b6, 2019.2.0f1, 2019.3.0b8, 2020.1.0a9 (both Mono and IL2CPP)
Not reproduced with: 2017.4.33f1, 2018.4.12f1, 2019.2.0b5
