[Android] "AndroidETC2FallbackOverride.Quality32BitDownscaled" does not work on an Atlas created with the Legacy Sprite Packer
Reproduction steps:
1. Open "ETC2 fallback system legacy packer.zip" project
2. Open "Test" scene
3. Change Platform to Android
4. Enter Play mode
5. Notice the "Size" output (21 MB)
Expected Result: The Size of the sprite should be 5 MB
Actual Result: The Size of the sprite is larger than it should be for an uncompressed 2048x2048 mip-mapped texture at half-resolution
Reproduced with: 2019.3.0a10, 2019.2.0b10, 2019.1.11f1, 2018.4.5f1, 2017.4.30f1
Note:
Only reproduces in Editor with Android set as the platform with the Legacy Sprite Packer enabled
