Anchors and positions are disabled from RectTransform until ContentSizeFitter is enabled and disabled
To reproduce:
1. Open attached project
2. Open default scene
3. Select Text object (ProblemPanel2 -> Text)
4. Notice that Anchors and positions are disabled from RectTransform
5. Enable and disable ContentSizeFitter
6. Notice that now anchors and positions can be edited
