An UI prefab containing a Layout Element component will always be rendered on program start despite the parent being deactivated
To reproduce this bug:
1. Open the attached project
2. Open 'AlwaysActiveUIPrefabs' scene
3. Run progam to see the normal behaviour of the UI
4. Stop program and deactivate the Canvas child "Panel DeactivateMe"
5. Run program again and behold the UI rebels resigning to deactivate.
6. Stop program. The UI prefabs are still visible (activate parent panel again to 'reset')
