Alpha8 textures takes up up to 4 times the space when running GLES3 on Mali GPUs



To reproduce:
1. Open attached project ''
2. Make sure GLES 3 is set as primary Graphics API
3. Build and run the project on Android

Result: Alpha8 textures are several times the size of same texture being ran on GLES 3 on Adreno GPU

Reproduced in: 2017.4.22f1, 2018.3.7f1, 2019.1.0b5, 2019.2.0a7
