When "AllowSceneActivation" is set to false "AssetBundle.LoadFromMemoryAsync" operation stops at 0.9.
Steps to reproduce:
1. Open attached project.
2. In menu tab find Reproduce->First_BuildAssetBundle and click it.
3. Open FirstScene.
4. Go into play mode.
5. Click button LoadSceneAsync
- AssetBundle stops at 0.9
6. Press Allow Activate Scene
-AssetBundle loads correctly.
Current result: "AllowSceneActivation = false" stops "AssetBundle.LoadFromMemoryAsync" operation.
Expected result: AssetBundle (not streaming assetbundle) should finish their operation even when "allowSceneActivation=true".
Reproduced on: 5.5.0b1 5.4.0p2, 5.4.0f3, 5.3.5f1.
