allowSceneActivation = false is ignored when particular set of Audio Files are present in the Scene
How to reproduce:
1. Open the "SampleScene" Scene in the attached "Repro1153187.zip" Project
2. Enter Play Mode
3. Observe the "New Scene" in the Hierarchy
Expected Behavior: The "New Scene" is not Activated
Actual Behavior: The "New Scene" is Loaded and Activated
Reproducible with: 2019.1.0a1, 2019.1.4f1, 2019.2.0b3, 2019.3.0a3
Not reproducible with: 2018.4.1f1, 2017.4.27f1
