[AI Planner] Floating Plan Visualizer window causes the Editor to be slow and unresponsive when it's hidden behind other windows
How to reproduce:
1. Create a new Unity project
2. Import the 'AI Planner' package
3. Add a Window > AI > Plan Visualizer
4. Move the floating Plan Visualizer window so that it stays active, but is hidden behind another window
Expected result: Editor's performance is unaffected
Actual result: Editor becomes slow and unresponsive
Reproducible with Unity versions: 2019.1.0a12, 2019.1.1f1, 2019.2.0a14, 2019.3.0a1
Could not test with Unity versions: 2017.4.26f1, 2018.3.14f1, 2019.1.0a11(Package incompatibility issues)
Reproducible with Package versions: 0.0.1-preview.2, 0.0.1-preview.4
