Advertisement Legacy is not initialized when entering the Play Mode for the second time
Reproduction steps:
1. Open the attached project "ReproProj"
2. Open the “/Assets/Scenes/Lobby.unity” Scene
3. Enter the Play Mode
4. In the Console window observe the “Unity Ads initialization complete“ log message
5. Reenter the Play Mode
6. Observe the Console window
Expected result: “Unity Ads initialization complete“ is present
Actual result: “Unity Ads initialization complete“ does not exist
Reproducible with: com.unity.ads 4.4.0 (2021.3.10f1), 4.4.2 (2021.3.35f1, 2022.3.20f1, 2023.2.11f1, 2023.3.0b8)
Reproducible on: Windows 10 Enterprise 21H2
Not reproducible on: No other environment tested

Still no fix whatsoever for the issue, i came across atleast hundred of people running into this. Please fix it Unity
