Tooltips are missing in AddressablesAssetSettings window
Steps to Reproduce:
1. Create a new Project
2. Open Window > Package Manager > Addressables > Install
3. Click on Window > AssetManagement > Addressables > Groups > Create a new Addressable
4. Click on Project > AddressableAssetSettings > Inspector
5. Hover mouse on Profile, Profile in Use, General properties
Expected Result: Tooltips appears
Actual Result: Tooltips are missing
Reproducible in:2020.1.0a12, 2019.3.0b10, 2019.3.0b4, 2019.2.0f2, 2019.1.14f1, 2018.4.12f1
Environment: Windows 10 and Mac 10.14
