AddObjectToAsset doesn't work when reimporting asset
Reproduction steps:
1. Open the user's attached project
2. Right-click Assets > lamp and Reimport
Expected result: Object "(Dummy)" is added to the lamp asset
Actual result: Nothing is added to the asset
Reproduced with: 2019.4.34f1, 2020.3.36f1, 2021.2.8f1, 2022.1.0b3
Not reproduced with: 2022.2.0a1
