Adding rows to MultiColumnTopBar in Avatar Mask produces empty space for each addition
To reproduce:
1. Open any project
2. Import "Brick_Mask" Avatar mask (or any other avatar mask with some transforms being defined)
3. Expand several Transform hierarchy nodes
4. Observe the empty area between Transform foldout and Search field
Result: each new row in the table contributes to adding empty space
Reproduced in: 2019.3.0a3, 2019.3.0a6
Not reproduced in: 2017.4.29f1, 2018.4.2f1, 2019.1.6f1, 2019.2.0b6, 2019.3.0a2
