Add Locale window from the “Locale Generator” button in the New Table Collection window is not on top/focused when opened
Steps to reproduce:
- Create a new Unity project using the Universal 3D template
- Install the Localization package (com.unity.localization)
- Open the Project Settings window (Edit > Project Settings)
- Open the Localization tab in the Project Settings window
- Press the "Create" button
- Press the "Save" button
- Add the "Apple App Info" element into the Metadata list ("+" > Apple > App Info)
- Open the "Apple App Info" foldout
- Open the "Short Name" foldout
- Click the "Create Table Collection" button
- Click the "Locale Generator" button
- Observe the Add Locale window
Actual results: The Add Locale window is not on top/focused
Expected results: The Add Locale window is on top/focused
Reproducible with versions: 1.5.9 (6000.0.63f1, 6000.2.14f1, 6000.3.0f1, 6000.4.0a5 6000.5.0a2)
Tested on (OS): MacOS Silicon Tahoe 26.0.1

Resolution Note:
I was unable to reproduce this on Windows. I suspect its an OS issue and not specific to the localization package. Im closing this bug as its low priority.
