Actions dropdowns disappear when "Add Control Scheme" menu is opened and deselected
Reproduction steps:
1. Open the attached “inputcontrolscheme.zip” project
2. Open the “InputSystem.inputactions“ from the Project Window
3. Open the “All Control Schemes” dropdown
4. Select “Add Control Scheme…”
5. Deselect the menu by clicking outside of the menu
6. Observe the Actions in the Input Actions Editor
Expected result: The Actions still have dropdowns
Actual result: The Actions dropdowns have disappeared
Reproducible with: 1.8.0-pre.2 (2022.3.50f, 6000.0.23f1, 6000.1.0a1), 1.11.1 (2022.3.50f1, 6000.0.23f1, 6000.1.0a1)
Not reproducible with: 1.8.0-pre.1 (2021.3.45f1, 2022.3.50f1, 6000.0.23f1, 6000.1.0a1), 1.8.0-pre.2 (2021.3.45f1), 1.11.1 (2021.3.45f1)

Notes:
- Can also be reproduced on a new project by creating a new Project-Wide Actions Asset
- Reopening the Input Actions Asset fixes the issue
