Actions background in Preferences' Keys sections becomes white if the scroll bar is visible (only on Pro)
To reproduce:
1. Go to Editor -> Preferences -> Keys
2. Open Animation window
3. Open Tile Palette window
4. Resize Preferences window vertically
5. Observe the Actions background
Expected: skin color for Actions section in Preferences doesn't change when resizing the Preferences window
