A warning dialog is shown behind the splash screen when an older project is opened with a newer version of Unity
How to reproduce:
1. Open the attached project
2. Observe the warning dialog
Expected result: A warning dialog is shown on the top of the Unity splash screen
Actual result: Unity splash screen is covering the warning dialog
Reproducible with: 2022.2.0a16, 2022.2.0b1, 2023.1.0a3
Not reproducible with: 2020.3.36f1, 2021.3.6f1, 2022.1.9f1, 2022.2.0a15
Reproduced on: Windows 11 Pro
