A Script is opened in another window if another workspace is added to the first Visual Studio Code window
How to reproduce:
1. Create and open a new project
2. Install the Visual Studio Editor package
3. Set the default IDE to Visual Studio Code in Edit > Preferences > External Tools
4. Restart the Editor
5. Create a new Script
6. Open the Script in Visual Studio Code
7. There, press on File > Add Folder to Workspace…, and add any folder
8. Minimize the Visual Studio Code window and open the Script again
9. Observe the Visual Studio Code window
Expected result: The minimized window with two workspaces is expanded
Actual result: A new window is opened
Reproducible in: 2.0.20, 2.0.23 (2022.3.64f1, 6000.0.52f1, 6000.1.10f1, 6000.2.0b8, 6000.3.0a1)
Not reproducible in: 1.0.2, 2.0.18 (6000.3.0a1)
Reproduced on: Windows 11 Pro (24H2), macOS 15.5 (24F74)
Not reproduced on: No other environment tested
