A random particle appears at a strange angle when spawning, then appears at the correct angle
Steps to reproduce:
1. Open the attached user's project "ParticleIssue.zip"
2. Enter Play Mode
3. The moment particles appear, only one frame is displayed at a strange angle
Expected results: Particles are always displayed at the same angle from the time they appear
Actual result: A random particles appear at a strange angle when spawning, then appears at the correct angle (see attached Repro.mp4)
Reproducible with: 2022.1.0a11, 2022.3.20f1, 2023.2.11f1, 2023.3.0b8
Not reproducible in: 2021.3.35f1, 2022.1.0a10
Testing Environment: Windows 11
Not reproducible on: No other environment tested
Notes:
-Reproducible on Android (tested by user), iOS (tested by user), and Windows Standalone Player
-This issue is most likely related to UUM-58283 and uses the noise module as well
-On MacOS, there was a problem in 2022.3.19f1, but it was fixed in 2022.3.20f1
