A large .fbx file is imported everytime when Unity is launched

How to reproduce:
1. Open the attached project "HDRP_fbx.zip"
2. Close the attached project
3. Open the attached project again

Expected result: .fbx file is not being imported on every launch - the .fbx file is only imported once when it is added to the project.
Actual result: .fbx file is imported every time the project is opened

Reproducible with: 12.1.0 (2021.2.0b16, 2021.2.1f1), 12.1.1 (2021.2.2f1, 2022.1.0a10), 13.0.0 (2022.1.0a13), 13.1.0 (2022.1.0a15)
Not reproducible with: 7.7.1 (2019.4.32f1), 10.7.0 (2020.3.22f1), 11.0.0 (2021.1.28f1), 12.0.0 (2021.2.0b15)
