3D Sample Scene (HDRP) template tutorial Welcome Dialog pop-up doesn't appear on project creation
To reproduce:
1. Create a new 3D Sample Scene (HDRP) template project
2. Wait for it to load
3. Observe no Welcome Dialog pop-up
Expected: Welcome Dialog pop-up is present
Actual: Welcome Dialog pop-up is missing
Reproducible on:
2022.3.10f1, 2023.2.0a18, 2023.2.0b13, 2023.3.0a9
Not reproducible on:
2021.3.31f1, 2023.1.16f1
Getting package errors when creating projects on:
2023.2.0a17 (and earlier)
Notes:
* Tested on Win11 machine
* The Welcome Dialog pop-up can be manually opened by pressing Tutorials > Welcome Dialog

Resolution Note:
In terms of project settings, went through what I could change and it looks like its a code issue related to IET package.
Currently there are no owners of IET code, maybe in the future Learn team would take over it but not now.
The text dialog box is not that important in the first place and doesnt prevent users from accessing the tutorials. Subjectively was just another panel you need to close after opening a project.
Can still be accessed manually if really necessary.
