[2D][URP] Light 2D Shadow Strength is disabled by default when upgrading the Project to Universal RP 11.0.0
How to reproduce:
1. Open the attached "1311667_Repro" project in Unity 2020.2.3f1
2. Open the Scene "SampleScene" and observer the light and shadows
3. Close the project and open it in Unity 2021.2.0a3 (upgrade Universal RP to 11.0.0 if it didn't automatically)
4. Open the Scene "SampleScene" again and observe light and shadows
Expected results: The Shadow intensity doesn't get disabled by default and shadows still exist
Actual results: The Shadow intensity option gets disabled by default and shadows are lost
Reproducible with: 11.0.0 (2021.1.0b3, 2021.2.0a3)
Not reproducible with: 4.10.0-preview (2018.4.31f1), 7.5.3 (2019.4.20f1), 10.3.1 (2020.2.3f1)
Notes:
- The checkmark to enabled/disable Shadow Strength was introduced in Universal RP 11.0.0
