[2D URP] Gizmos are not drawn after creating 2D URP Template project and the Scene is in Shaded mode
1. Create a new 2D URP Template project
2. When the project is finished loading switch between Shaded and Wireframe modes
Expected results: Gizmos are drawn in all Scene modes
Actual results: Gizmos are not drawn in Shaded and Shaded Wireframe mode
Reproducible with: 2021.2.0b2 2021.2.0b4, 2022.1.0a3
Not reproducible with: 2021.2.0b1
Could not test with: 2019.4.29f1, 2020.3.14f1, 2021.1.16f1 (2D URP Template was not available)
Tested on macOS 11.4

same issue on windows 10 setting URP up in-project without the template
