[2D][URP] GameObject has visible outline when using Normal Maps
Reproduction steps:
1. Open the "1403112.zip" project
2. Observe Scene view
Expected result: GameObject doesn't have a visible outline
Actual result: GameObject has a visible outline
Reproduced with: 12.3.1(2021.3.0f1) 13.2.1 (2022.1.0b16, 2022.2.0a10)
Not reproduced with: 7.1.1 (2019.4.38f1, 2020.3.33f1, 2021.1.28f1)
