Extra "Light/Freeform Light 2D" menu item in Hierarchy's Create Menu
How to reproduce:
1. Open a new URP project
2. Right-click in the Hierarchy window
3. Observe the menu items in the Create Menu
Expected result: "Freeform Light 2D" is visible only in the Lights submenu
Actual result: "Light/Freeform Light 2D" menu item is visible in the Create Menu
Reproducible with: 2021.2.0a1, 2021.2.0a5 (11.0.0)
Not reproducible with: 2019.4.19f1 (7.5.2), 2020.2.3f1 (10.2.2), 2021.1.0b4 (11.0.0)
