[2D Platformer Microgame] "Create New Library" in "Color" window is displayed as active even it doesn't work
How to reproduce:
1. Open and create a project with the "2D Platformer Microgame" template
2. Complete "Get Started" and "Editor basics" tutorials
3. In "Change Colors" section go to "Change the color" step
4. In "Sprite Renderer" section click on "Color"
5. In "Color" window click meatball menu next to the "Swatches"
6. Click "Create New Library"
7. Observe "Create New Library" popup
Expected result: If menu is needed, so popup should be active and should work. If menu is not needed, so it should be disabled or hidden.
Actual result: Menu is displayed as active, but "Create New Library" popup becomes visible as not active. It does not work.
Reproducible with:
- template version 2.1.0 (2020.3.43f1)
- template version 4.0.1 (2021.3.16f1)
Couldn't test with: 2022.1.24f1, 2022.2.2f1, 2023.1.0a25 (No template to test with)
