[2D][Effector] Disabled platform effector still works
To reproduce:
1. Open attached project
2. Open PlatformEffector scene
3. Notice that the platform effectors have been all disabled and their colliders read that they will not function with an effector until there is at least one enabled
4. Enter play mode. Spawn some coins by clicking. Notice that they all act as if the platform effectors are still enabled
