[2018.2][OSX] Tooltips for content that is hidden appear on Menus when hovering
To reproduce:
1. Download attached project "2018_2_b1_test.zip" and open in Unity
2. Open Window drop-down menu
3. Hover "Layout"
Expected Result: No tooltip should appear
Actual Result: The Scene view "Lighting" toggle tooltip displays over the menu
Notes:
- This issue only reproduces on OSX
- On Windows everything is fine
- Issue image is in Comments section
Reproduced on Unity 2018.2.0a1 and 2018.2.0b1
Not reproduced on Unity 2018.1.0f1
