[2018.1] Scene Shading Mode Selector is empty by default
Reproduction steps:
1. Make a clean installation of Unity 2018.1 beta (without any editor settings if exist);
2. Create a new project and open it;
3. Observe the Shading Mode in the Scene view;
Expected results: the Shading Mode is set to Shaded;
Actual results: the Shading Mode bar is empty.
Reproduced on: 2018.1.0a5, 2018.1.0b4, 2018.2.0a1.
Not reproduced on: 2018.1.0a4, 2017.3 and lower.
