[DX12] Exclusive Full Screen mode Player window sometimes doesn't restore correctly after using Alt+Tab
Reproduction steps:
1. Open the attached “Repro.zip“ project
2. Build And Run
3. Click the “Exclusive Fullscreen” button
4. Press Alt+Tab to minimise the Player window
5. Click on the app from the taskbar or Alt+Tab again
6. Repeat 4-5 steps 20-30 times and observe the screen
Expected result: Player window goes back into Exclusive Full Screen mode
Actual result: Player window gets stuck top-left of the screen and doesn't go back to Exclusive Full Screen mode
Reproducible with: 2021.3.36f1, 2022.3.22f1, 2023.2.15f1, 6000.0.0b12
Reproduced on: Windows 11 Pro
Not reproduced on: macOS Sonoma 14.3.1 (Intel)
Notes:
- Issue is not reproducible with Direct3D11 and Vulkan Graphics APIs
- Reporter noted that the issue reproduces on Windows 10 as well
