[WebGL] "Kernel 'MultiScaleVODownsample1' not found" error is thrown when using Multi Scale Volumetric Obscurance mode
Reproduction steps:
1. Open the user's attached project
2. Observe the Console window
Expected result: No errors are thrown in the Console window
Actual result: "Kernel 'MultiScaleVODownsample1' not found" error is thrown in the Console window
Reproducible with: 3.1.1 (2021.2.0a18), 3.2.2 (2021.3.2f1, 2022.1.0f1, 2022.2.0a12)
Not reproducible with: 3.1.0 (2019.4.38f1), 3.1.1 (2020.3.34f1, 2021.2.0a17)

Resolution Note (fix version 3.4.0):
Effects which require compute shaders are disabled when this is not supported on the target platform. An warning message has been added to the editor to indicate this.
