Input Action file is marked as dirty when opening after renaming it
How to reproduce:
1. Open the attached “inputs.zip” project
2. Open the “New Controls.inputactions” file, add “Action Map” then save the asset, and close it
3. Rename the “New Controls.inputactions” file and open it
4. Observe the result
Expected result: The file is not marked as dirty
Actual result: The file is marked as dirty
Reproducible with: 1.8.0-pre.2 (2022.3.18f1, 2023.2.7f1, 2023.3.0b4)
Not reproducible with: 1.8.0-pre.1 (2021.3.34f1, 2022.3.18f1)
Reproduced on: macOS 14.2.1 (Intel)
