Rename mode is not entered and name is autocompleted to default when creating a new Action Map
Reproduction steps:
1. Create a new project and install Input System package
2. Create and open an Input Action Asset (Assets > Create > Input Actions)
3. Add a new Action Map
Expected result: The newly created Action Map is in rename mode
Actual result: The Action Map automatically gets named
Reproducible with: 1.11.1 (2022.3.51f1), 1.11.2 (2022.3.51f1)
Not reproducible with: 1.7.0, 1.8.0, 1.8.1, 1.8.2, 1.9.0 , 1.10.0 (2021.3.45f1, 2022.3.51f1, 6000.0.24f1, 6000.1.0a1), 1.11.1 (2021.3.45f1, 6000.0.24f1, 6000.1.0a1), 1.11.2 (2021.3.45f1, 6000.0.24f1, 6000.1.0a1)
