Navigating Actions using the arrow keys is not possible when an action is renamed
How to reproduce:
1. Open the attached "inputsys_navigation_issue" project
2. Open the "Controls" Input Actions
3. Double-click the "A" action to rename it
4. Press the Escape key
5. Try to navigate the Actions using the arrow keys
6. Observe the result
Expected result: It is possible to navigate the Actions using the arrow keys
Actual result: It is not possible to navigate the Actions using the arrow keys, and pressing the up or down arrow keys repeatedly throws IndexOutOfRangeExceptions in the Console
Reproducible in: 1.8.0-pre.2 (2022.3.44f1), 1.10.0 (2022.3.44f1, 6000.0.17f1)
Not reproducible in: 1.8.0-pre.1 (2022.3.44f1), 1.10.0 (2021.3.43f1)
Reproducible on: Windows 11
Not reproducible on: No other environments tested
Note: The interface in 2021.3.43f1 is different, and thus the issue does not exist in this stream
