[PLM] Black texels appear on Baked and Directional Lightmaps when resolution is higher than 30

Steps for reproduction:
1) Download the project `Black texels` below
2) Open the scene `8c`
3) Ensure that lightmap resolution is higher than 30 in Lighting window
4) Generate the lighting
5) Observe the artifacts

Notes:
- A gif is attached below to demonstrate the problem

    Still having this issue on 2020.3.4f1. It's very very borring ... Please let us know if this is going to be solved or if there are workarounds :/

    It should be fixed in 2017.3.0p4 (https://unity3d.com/unity/qa/patch-releases) Let us know if the issue still persists for you. We'll try to prioritize the backport for 2017.2 as well

    It says "Found in 2017.3.0a7" but shows as "Fixed in 2017.2" but it doesn't appear to be fixed to me in 2017.2. Perhaps that should be 2017.3 ?

    Would love to know if there is any update to this one or if a fix is on the horizon... love the progressive lightmapper apart from this issue :-)
