The lighting is flickering when moving the cursor in and out of the Scene view
Reproduction steps:
1. Open the user's attached "particlestest.zip" project
2. Open the "gang" Scene
3. Move the cursor in and out of the Scene view
4. Observe the Scene view
Expected result: The lighting is consistent
Actual result: The lighting is flickering
Reproducible with: 10.8.1 (2020.3.26f1), 12.1.3 (2021.2.8f1), 13.1.3 (2022.1.0b2, 2022.2.0a2)
Couldn't test with: 7.7.1 (2019.4.33f1) (Downgrade causes errors when loading packages, can't recreate the issue from scratch)
