[Mobile][URP] All lights are emitting light from one light spot when the Platform is set to Android or iOS
How to reproduce:
1. Open the attached "1378103_Repro.zip" project
2. Open the Build Settings (File->Build Settings...)
3. Switch the Platform to Android
4. Open the Scene "SampleScene"
5. Inspect the plane GameObject in Scene/Game view
Expected results: There're 4 different light spots on the plane
Actual results: There's only one light spot on the plane
Reproducible with: 12.0.0 (2021.2.0b13), 12.1.1 (2021.2.2f1), 13.1.0 (2022.1.0a15)
Not reproducible with: 7.7.1 (2019.4.32f1), 10.7.0 (2020.3.23f1), 11.0.0 (2021.1.28f1), 12.0.0 (2021.2.0b12)
Notes:
- The issue is reproducible on Vulkan and OpenGLES3 Graphics APIs
- The issue is only reproducible in the Editor, in the Build there're 4 different light spots as expected
- The issue is not reproducible on Standalone Platform with any of the Graphics API

Same issues with 2022.1.20f1, 2022.2b !!!
Each time it's worse !!
To "fix" this Issue, swith form Forward to Deferred... But it's not a solution because Deferred performances on Mobile
