[ShaderGraph] Boolean keywords disappear from the Inspector after changing the reference name
How to reproduce:
1. Open the user's attached "ShaderGraphKeywords.zip" project
2. Open the "New Shader Graph" Shader Graph in the Project window
3. Select the "Shader Graphs_New Shader Graph" Material in the Project window
4. Observe the Boolean keywords shown in the Inspector
5. Select the "Boolean (1)" keyword in the Blackboard of the Shader Graph window
6. Change the reference name to anything without an _ON suffix
7. Save the Asset and Observe the Inspector window
Expected result: "Boolean (1)" keyword is shown in the Inspector window without the _ON suffix
Actual result: "Boolean (1)" keyword is not shown in the Inspector window without the _ON suffix
Reproducible with: 7.5.2 (2019.4.19f1), 10.2.2 (2020.2.3f1), 11.0.0 (2021.1.0b4, 2021.2.0a3)
