Fixed Timestep project setting affects the update rate of ParticleSystems in Timeline Control track with Game Time Update Method
How to reproduce:
1. Open user-submitted project
2. Open the SampleScene
3. Enter Play Mode
Expected result: Particle System on the left is unaffected by the Fixed Timestep project setting
Actual result: Particle System on the left is updated less frequently due to the Fixed Timestep project setting
Reproducible with: 2018.4.25f1, 2019.4.4f1(Timeline 1.4.0), 2020.1.0b16(Timeline 1.4.0), 2020.0a18(Timeline 1.4.0)
