[Terrain][URP] Brush tool doesn't paint holes

How to reproduce:
1. Open user's attached 'Unity2019Testing.zip' project
2. Open 'test' Scene
3. Select 'Terrain' in the Hierarchy
4. Select 'Paint Terrain' tool in the Inspector
5. Select 'Paint Holes' from the dropdown in the Inspector
6. Left-click and drag the mouse through the Terrain in the Scene View

Expected result: Holes are painted
Actual result: Holes are not painted

Reproducible with: 2019.3.0b2, 2020.1.0a3

Could not test: 2017.4, 2018.4, 2019.2, 2019.3.0a1 the feature is available since 2019.3.0a3

Note: The issue is reproducible when Project Settings > Graphics > Scriptable Render Pipeline Settings contains UniversalRenderPipelineAsset, the issue is not reproducible using HDRP

    Using HDRP and Unity Version 2019.4.13f1, the issue actually appears as well, but only in the build.

    This is broken in 2019.4.17f1
    Standard renderer.
    Would be good to fix it right!?

    I'm using 2019.3.6f1 and it's still an issue. It removes the collider but the hole isn't visible. Any updates on this issue?

    This is a bug in 2019.4.12f1 using standard renderer

    I tried it in 2019.3.0f1: Hole not visible but objects fall through it so i guess the collider works at least...
