Timeline's Duration changes unexpectedly when it is set to Fixed Length in Timeline settings
How to reproduce:
1. Download and open the submitted project
2. Open the Timeline window
2. Select New Timeline in the Project window
3. Enable Fixed Length in Timeline settings
Expected result: Timeline's Duration is set to the previous Duration which was used while Fixed Length was enabled
Actual result: Timeline's Duration is set to a decimal number, close to which was used while Based On Clips was enabled
Reproducible with: 2017.4.27f1, 2018.4.1f1, 2019.1.3f1, 2019.2.0b4, 2019.3.0a3
Notes:
Changing the Duration Mode from the Inspector works correctly.
