A timeline clip is interactive through the ruler when at least one pixel of it is visible under the ruler
How to reproduce:
1. Open attached "TimelineBug2.zip" project
2. Go to Assets -> "Scenes" folder and open SampleScene
3. Click on Canvas in the Hierarchy tab and go to the Timeline tab
4. Scroll a little down in the way you could see just a little part of any clip and try to move the playhead
Expected result: The playhead is selected
Actual result: The clip is interactive
