VideoPlayer 29.97fps video plays at 30fps on Android
Steps to reproduce:
1. Open QA attached project (OC link)
2. Run in Editor, see the framerate output 29.97
3. Build for android - framerate becomes 30
Expected: The framerate stays the same as it does on the Editor (original for video)
Actual: It gets approximated to the default of 30
Reproduced on: 2017.1.3p2, 2017.2.2p1, 2017.3.2f1, 2018.1.0b12, 2018.2.0a5
