Notepad selected as an External Script Editoris not generating the .csproj and .sln files
To reproduce:
1. Open the QA's attached project
2. Change the External Script Editor to Notepad in Edit->Prefrences...->External Tools
3. Select Assets->Open C# Project
4. In the Project tab right-click Assets folder->Show in Explorer
Expected result: The .csproj and .sln files are created
Actual result: Neither .csproj, nor .sln files are created
Reproduecd with: 2018.1.0a7, 2018.1.0b11, 2018.2.0a4
Not reproduced with: 2017.2.2f1, 2017.3.1f1, 2018.1.0a6
