[XRSDK] [Oculus] [URP] [HDRP] Build does not mirror HMD view
Reproduction steps:
1. Create a new project using HDRP or URP template
2. Enable XR Plug-in Management (Edit->Project Settings)
3. Enable Oculus Plug-in provider
4. Build and run the project
Expected result: Splash screen and scene does appear
Actual result: Splash screen and scene does not appear
Reproducible with: Oculus XR Plug-in 1.5.0 (2019.4.15f1, 2020.1.14f1, 2020.2.0b12, 2021.1.0a7)
