[Input] Standard US-0195 is violated when a new project is created with 3D or VR Template
Reproduction steps:
1. Create a new project using VR Template or open ("VR_Template.zip") project
2. Observe Active Input Handling (Project Settings->Player->Other Settings->Configuration)
Expected result: Input System Package (New) is set
Actual result: Input Manager (Old) is set
Reproducible with: 2021.2.0a12
Could not test with: 2018.4.33f1. 2019.4.24f1, 2020.3.3f1, 2021.1.2f1 (Standard only applies to template 2021.2)
